Ans. There were a number of problems that Ashoka wanted to solve by introducing dhamma :

3. Most of the masters ill-treated their servants and slaves.
4. Beside all this, there were frequent quarrels within the families and amongst neighbours.
Q. 5. What were the means adopted by Ashoka to spread the message of dhamma ?
Ans. The following means were adopted by Ashoka to spread the message of dhamma: 1. He appointed officials, known as dhamma mahamatta who went from place to place teaching people about dhamma.
2. He got his messages inscribed on rocks and pillars, And instructed his official to read his messages to those who could not read them.
3. Ashoka also sent his messengers to spread ideas about dhamma to other lands, such as Syria, Egypt, Greece and Sri Lanka.

Ans. Mostly slaves and servants were ill-treated because they were considered as the property of their owners. They could not complain to anybody about their owners. They had to take permission of their owners or masters before doing any work. They did not have any independent will of their own.
The orders of the emperor would have definitely improved their condition. Because the emperor was the mightiest person and nobody could dare to disobey his orders.
